  A. COMMISSION: Proclaiming October as "Breast Cancer Awareness" month in Bernalillo County
    The Board of County Commissioners hereby proclamation the month of October as "Breast Cancer Awareness" month in Bernalillo County.
  B. COMMISSION: Proclaiming November as "Diabetes Awareness" month in Bernalillo County
    The Board of County Commissioners hereby proclaim the month of November as "Diabetes Awareness" month in Bernalillo County.
4. CERTIFICATES AND AWARDS
  A. ASSESSOR: Certificate of Appreciation to former Valuation Protest Board members Fred Chavez and Lorrie Tolbert
    The County Commission thanked Mr. Fred Chavez and Ms. Lorrie Tolbert for their service to Bernalillo County and the Valuation Protest Board.

  A. CLERK: Designation of Polling Locations
    Motion to approve Administrative Resolution AR 63-2009 designating polling locations for the 2010 Primary and General Elections.
  B. PUBLIC WORKS: Public Works Heavy Equipment Maintenance Building

Award RFB #0002-10-PL to Vigil Contracting, Inc., for $1,182,000 plus $81,262.50 NMGRT for the Public Works Heavy Equipment Maintenance Building.

Authorize the County Manager to execute the Construction Services Agreement with Vigil Contracting, Inc., in the amount of $1,263,262.50 (including NMGRT)
  C. ZONING, BUILDING, PLANNING: Impact Fees FY Annual Report
    Motion to note receipt of the Impact Fees FY 2009 Annual Report.
Armijo moved approval of the Consent Agenda; 2nd by De La Cruz. Vote: 5-0
8.  ADOPTION OF ORDINANCE/AMENDMENT TO COUNTY CODE
9. ADOPTION OF RESOLUTION
  A. CLERK: Valle de Atrisco Incorporation Election
    De La Cruz moved approval of Administrative Resolution AR 65-2009 to accept petitions filed in order to conduct an election on January 5, 2010 for the incorporation of Valle de Atrisco and accept Census related to proposed incorporation of Valle de Atrisco; 2nd by Armijo. Vote: 5-0
  B. COUNTY MANAGER: Legislative Priorities - Forty-Ninth Legislature, Second Session
    Armijo moved introduction and discussion of legislative priorities for the County for the Forty-Ninth Legislature, Second Session; 2nd by De La Cruz. Vote: 5-0
  C. FINANCE: Bond Sale Resolution
    Armijo moved approval of Administrative Resolution AR 66-2009 authorizing publication of a Notice of Bond Sale of Bernalillo County General Obligation Bonds, Series 2009A, in the aggregate principal amount of $10,750,000; 2nd by De La Cruz. Vote: 5-0
  D. ZONING, BUILDING, PLANNING: Joint Powers Agreement - Granting Permit and Inspection Authority for County of Bernalillo in the Village of Los Ranchos de Albuquerque
    Armijo moved approval of the Joint Powers Agreement between Bernalillo County and the Village of Los Ranchos de Albuquerque and Financial Resolution FR 67-2009 increasing the budget in the amount of $17,500.00 for FY10; 2nd by De La Cruz. Vote: 5-0

  A. UNMH Quarterly Report by Steve McKernan, CEO
  B. Commissioner De La Cruz announced the First Annual Hand in Hand will be held at Westside Community Center on November 7, 2009 from 10:00 am to noon. Many County Officials will be there to answer any questions or concerns from the citizens of Bernalillo County.
  C. Commissioner Brasher announced that the New Mexico Hispano Entertainment Association will be having their annual Latin Award program on November 7th at Isleta Casino which is also a fund raiser. He also stated that November 7th is Green Waste Day in the East Mountains and will have the transfer station open to take that type of waste.
  D. Chairman Armijo announced that the County will be accepting applications for the position of Bernalillo County Sheriff through November 10, 2009.
